There’s a hole in the end of the glans for pee and cum to come out of and, if the skin partially obstructs this, it can cause the pee stream to go off at some weird angle. Cumming does not seem to need any conscious intervention because there seems to be a natural synchronisation between the spurts and the position of the foreskin so they happen when it is back rather than forward which would, when having sex, be when the penis is in the furthest in position.
Some guys don’t need to pull back to aim when peeing. If the foreskin is short enough that the hole in the glans is always unobstructed, they can leave it where it is. Then if the skin is much longer, it can form a spout in front of the glans which then guides the stream instead. That is how mine was prior to puberty.
Back to my previous reply, I forgot to say that putting my penis in my underwear with the skin back was only ever an experiment. I was curious about what it would be like.
