No. I think we typically ejaculate for the first time about a year after puberty starts but there is quite a wide variation in when people start puberty. Then, for any normal average, there has to be as many people one side of it as the other. This survey is showing the most common ages to be 12 and 13.
Also, don’t stress about it. Pretty much everyone starts cumming long before they need it for baby making, if they ever do. In the meantime, it is still possible to have dry orgasms and not everyone agrees that ejaculating is an improvement. The advantage is that there is a bit of extra pleasant sensation, and of course it is as development milestone to tick off, but then you have to wipe it up and it is also the start of (usually) one orgasm being sufficient and needing to wait a while before the next one.
