I think the issue is that we learn that boners are our bodies getting ready for sex and, as such, you would expect them to be a reaction to someone we find attractive enough to want to have sex with. Most guys in a locker room don’t want others there thinking there some sexual attraction going on.
Of course, the reality is more complicated: there are night time erections, morning wood, and random boners during the day. Being warm and relaxed seems to make them more likely, which may be true of being under the shower.
