I would say starting out, intending to reach orgasm, but then abandoning the attempt would not be that common. There has been the odd occasion when it was always a toss-up between masturbating and going straight to sleep because I am so tired and I ended up falling asleep before I finished, but again that isn’t that common.
But there definitely is a thing of just playing with it, because it’s there, and not even having orgasm as the goal, at least not at the start. This is the kind of thing we do when doing something else but access is very easy.
